2024年,冀中(zhong)能源峰(feng)峰(feng)集團(tuan)面對(dui)市(shi)(shi)場下(xia)行(xing)、減(jian)收減(jian)利的(de)不利經營(ying)局面,及時采取出臺應對(dui)市(shi)(shi)場下(xia)行(xing)十二條(tiao)專項(xiang)措施、嚴格落(luo)實成本(ben)倒逼機(ji)制(zhi)等一(yi)系(xi)列行(xing)之有效辦法,減(jian)輕了(le)資金壓力,穩住了(le)經營(ying)基本(ben)盤,保障了(le)全(quan)年各項(xiang)工作圓(yuan)滿收官。
該集(ji)團強化資金管理,全面實(shi)行(xing)以收(shou)定(ding)支(zhi)(zhi),嚴格管理經營現金流,加強預算(suan)剛性約束,切實(shi)做(zuo)到“無(wu)預算(suan)不支(zhi)(zhi)出(chu)、無(wu)收(shou)入不支(zhi)(zhi)付”。加強籌融資管理,兌(dui)付到期剛兌(dui)80億(yi)元(yuan)(yuan)。創新(xin)融資模式,發行(xing)債(zhai)(zhai)券(quan)42億(yi)元(yuan)(yuan)(永續債(zhai)(zhai)8億(yi)元(yuan)(yuan)),成功發行(xing)全國首(shou)單“兩(liang)新(xin)”債(zhai)(zhai)券(quan)。引入中信資管戰略(lve)投(tou)資28億(yi)元(yuan)(yuan),優化調整負(fu)債(zhai)(zhai)結構,降低資產負(fu)債(zhai)(zhai)率(lv)3.5%。全力支(zhi)(zhi)持察爾齊(qi)項(xiang)目、硝鹽項(xiang)目建設,實(shi)現了(le)資金收(shou)支(zhi)(zhi)緊平衡。
該集團強化預算(suan)調控,積極(ji)應對市場下(xia)行(xing)(xing),制定了穩產(chan)提質(zhi)、拓銷創效、降本控費(fei)、盤活變現、減(jian)虧(kui)(kui)止損、清欠壓庫、爭(zheng)(zheng)取政策(ce)等12個方面的硬措施,有效對沖煤炭售價降低(di)和階(jie)段(duan)性減(jian)產(chan)減(jian)收。堅持進(jin)行(xing)(xing)月度經濟運行(xing)(xing)分(fen)(fen)析,研判明確形勢、提出問題、分(fen)(fen)析責任、嚴(yan)格(ge)獎懲(cheng)、改進(jin)提升;多措并(bing)舉壓降財務費(fei)用,融資(zi)成本降至(zhi)4.8%,全(quan)(quan)年節約利息支出2億元以上;深入開展對標挖(wa)潛,制定專(zhuan)項方案,明確分(fen)(fen)工、嚴(yan)格(ge)實施、對標趕超,原煤制造成本降低(di)5.6元/噸;縱深推(tui)進(jin)虧(kui)(kui)損企(qi)業(ye)(ye)治理,太(tai)行(xing)(xing)公司實行(xing)(xing)虧(kui)(kui)損治理風險押金(jin)制度,其(qi)他(ta)企(qi)業(ye)(ye)劃小核(he)算(suan)單元,分(fen)(fen)類分(fen)(fen)灶(zao)“吃飯”,一企(qi)一策(ce),對癥下(xia)藥,全(quan)(quan)年實現扭虧(kui)(kui)3家,減(jian)虧(kui)(kui)6951萬(wan)元;統籌(chou)內外(wai)部資(zi)源,全(quan)(quan)力助推(tui)“大精煤”戰略(lve)實施,創效增收1.1億元;積極(ji)爭(zheng)(zheng)取稅收優(you)惠政策(ce),爭(zheng)(zheng)取國補安全(quan)(quan)改造等財政資(zi)金(jin)8720萬(wan)元。
該集(ji)(ji)團強化資(zi)產(chan)管(guan)(guan)理(li),加大“兩非、兩資(zi)”資(zi)產(chan)管(guan)(guan)理(li)力(li)度,成立工(gong)作專班,明確目標時間,全年盤活閑(xian)置(zhi)資(zi)產(chan)1.9億(yi)元。同時,縱深推進業(ye)財(cai)融(rong)(rong)合,順利實現同原邯礦集(ji)(ji)團合并(bing)后的財(cai)務(wu)(wu)(wu)(wu)管(guan)(guan)控(kong)并(bing)軌,先行先試BIP系(xi)(xi)(xi)(xi)(xi)(xi)統(tong),成立“共(gong)享(xiang)(xiang)峰峰分中心”,推進“資(zi)金結算(suan)、經營預算(suan)、會(hui)計核算(suan)”三(san)算(suan)融(rong)(rong)合,構建(jian)“業(ye)務(wu)(wu)(wu)(wu)財(cai)務(wu)(wu)(wu)(wu)、共(gong)享(xiang)(xiang)財(cai)務(wu)(wu)(wu)(wu)、戰略財(cai)務(wu)(wu)(wu)(wu)”三(san)分財(cai)務(wu)(wu)(wu)(wu)管(guan)(guan)理(li)體(ti)(ti)系(xi)(xi)(xi)(xi)(xi)(xi);加速系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)融(rong)(rong)合,實現運(yun)銷系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)、合同管(guan)(guan)理(li)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)與(yu)BIP系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)對接(jie),有(you)序(xu)推進物資(zi)供應鏈、稅控(kong)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)融(rong)(rong)合;全面(mian)防控(kong)風(feng)險,在BIP系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)實現對物流貿(mao)易業(ye)務(wu)(wu)(wu)(wu)的全流程預警監管(guan)(guan);建(jian)設司庫體(ti)(ti)系(xi)(xi)(xi)(xi)(xi)(xi),賬戶(hu)、票據、資(zi)金、籌(chou)融(rong)(rong)資(zi)等(deng)業(ye)務(wu)(wu)(wu)(wu)全面(mian)上線,企業(ye)資(zi)金管(guan)(guan)控(kong)能(neng)力(li)不(bu)斷提升。
