       “職工(gong)招(zhao)不來(lai),留不住(zhu)是(shi)當(dang)前制約(yue)企業發展的瓶頸難(nan)(nan)題,‘四六’工(gong)作制的推行根(gen)治了這(zhe)項(xiang)‘疑難(nan)(nan)雜癥(zheng)’。”在提到安(an)全生產遇到的困難(nan)(nan)時,該礦礦長董賽軍如是(shi)說到。
       羊東(dong)礦(kuang)隨著(zhu)礦(kuang)井(jing)開采(cai)向深(shen)部延(yan)伸,生產地區(qu)距(ju)離(li)遠(yuan)、戰線長,職工(gong)(gong)勞(lao)動強度逐步加(jia)大(da),導致職工(gong)(gong)工(gong)(gong)作效(xiao)率、出(chu)勤率都比較低(di)。尤其是薄煤(mei)工(gong)(gong)作面(mian)受(shou)采(cai)高低(di)、地質構造復雜、機械(xie)化程度低(di)、工(gong)(gong)序繁瑣、勞(lao)動強度大(da)、人員不足等諸多因素影(ying)響,致使推進度難大(da)大(da)增加(jia),延(yan)點作業(ye)成了“家常(chang)便飯”。合同(tong)到期職工(gong)(gong)不愿(yuan)再續簽合同(tong),老工(gong)(gong)人嚴(yan)重流失,職工(gong)(gong)出(chu)勤率低(di)、招工(gong)(gong)難等問題(ti)正(zheng)在影(ying)響著(zhu)正(zheng)常(chang)生產。

       針對職工(gong)(gong)(gong)(gong)出勤緊張難題,從配(pei)煤區抽調(diao)了29人(ren)(ren)到五采(cai)(cai)區幫助出煤,并進行(xing)環(huan)境(jing)、操作(zuo)(zuo)、人(ren)(ren)員(yuan)(yuan)上的磨合。對各班(ban)(ban)進行(xing)了定員(yuan)(yuan)管(guan)理(li)(li),爆破(po)班(ban)(ban)定員(yuan)(yuan)為爆破(po)工(gong)(gong)(gong)(gong)12人(ren)(ren),2人(ren)(ren)超前支護頂板破(po)碎帶(dai)、超前支護、延長縮短(duan)等其它工(gong)(gong)(gong)(gong)作(zuo)(zuo)臨(lin)時(shi)安(an)排(pai)。  每班(ban)(ban)班(ban)(ban)長根據需(xu)要(yao)調(diao)整采(cai)(cai)支工(gong)(gong)(gong)(gong)與爆破(po)工(gong)(gong)(gong)(gong)的分(fen)(fen)組比例,生產班(ban)(ban)定員(yuan)(yuan)為采(cai)(cai)支工(gong)(gong)(gong)(gong)12人(ren)(ren),爆破(po)工(gong)(gong)(gong)(gong)6人(ren)(ren),機(ji)(ji)(ji)組2人(ren)(ren)。在(zai)人(ren)(ren)員(yuan)(yuan)配(pei)置(zhi)上,對原班(ban)(ban)組的部(bu)分(fen)(fen)班(ban)(ban)長及生產骨(gu)干進行(xing)了對調(diao),確(que)保(bao)(bao)班(ban)(ban)與班(ban)(ban)之間(jian)取長補短(duan)、優勢互補。在(zai)四部(bu)皮帶(dai)安(an)裝了可(ke)視化集中控(kong)制(zhi)系統(tong),減少了皮帶(dai)司(si)機(ji)(ji)(ji)的定員(yuan)(yuan),由原來一部(bu)皮帶(dai)一名司(si)機(ji)(ji)(ji)變為四部(bu)皮帶(dai)2名司(si)機(ji)(ji)(ji)。繪制(zhi)了“四六”工(gong)(gong)(gong)(gong)作(zuo)(zuo)制(zhi)正循(xun)環(huan)作(zuo)(zuo)業圖表,細排(pai)班(ban)(ban)前會(hui)、坐車(che)、到面、打(da)眼、爆破(po)、開機(ji)(ji)(ji)割煤、停機(ji)(ji)(ji)組、頂溜(liu)移架(jia)、清理(li)(li)整頓、交接班(ban)(ban)等各工(gong)(gong)(gong)(gong)序時(shi)間(jian)節點(dian)所需(xu)時(shi)間(jian),把各工(gong)(gong)(gong)(gong)序控(kong)制(zhi)在(zai)規定的時(shi)間(jian)范圍內,保(bao)(bao)證了“四六”工(gong)(gong)(gong)(gong)作(zuo)(zuo)制(zhi)的正規循(xun)環(huan)。同(tong)時(shi),制(zhi)定了相應的考核制(zhi)度和(he)安(an)全措施,從時(shi)間(jian)節點(dian)方面入手,以工(gong)(gong)(gong)(gong)序錯后(hou)一分(fen)(fen)鐘罰(fa)1元(yuan)為標準對班(ban)(ban)長及跟班(ban)(ban)人(ren)(ren)員(yuan)(yuan)進行(xing)處(chu)罰(fa),確(que)保(bao)(bao)了在(zai)規定時(shi)間(jian)內完成交接任務。

       職工留(liu)不住、招不來,出勤率低,落點、扯皮,干活推著走等諸多老毛(mao)病一直是(shi)該礦(kuang)五采區(qu)生產管理(li)的“頑疾”。
       自“四六”工作制推行后,他(ta)們制定出“四六”工作制的(de)定員、各工序的(de)時間節點(dian),干部職工很快進入角色,適應了(le)工作要求,職工精神面貌明(ming)顯好(hao)轉,工作主動性(xing)和(he)積極性(xing)增強(qiang)了(le),推諉扯皮的(de)少了(le),出勤率也大大提(ti)高了(le)。
       “推行‘四(si)六’工(gong)(gong)作制后,職(zhi)工(gong)(gong)都有時間能睡個好覺,改變(bian)了(le)(le)以往煤礦(kuang)職(zhi)工(gong)(gong)“三點一線”單調枯燥的(de)生(sheng)活方(fang)式,有了(le)(le)充(chong)足的(de)自主業(ye)余娛樂生(sheng)活時間。工(gong)(gong)人滿意(yi)了(le)(le),干活也(ye)就(jiu)舒心了(le)(le)。”五采區區長王(wang)玉亮(liang)說,“最明(ming)顯的(de)變(bian)化(hua),就(jiu)是職(zhi)工(gong)(gong)愿(yuan)意(yi)上班了(le)(le),之前(qian)有離開單位(wei)的(de)職(zhi)工(gong)(gong)也(ye)回(hui)來上班了(le)(le),職(zhi)工(gong)(gong)出勤率較之前(qian)提高了(le)(le)3%,減輕了(le)(le)人員不足對(dui)生(sheng)產(chan)的(de)影(ying)響。”
       “每(mei)班能省(sheng)出來三四個小(xiao)時,職工的(de)精氣神強了,干活(huo)積(ji)極性空前(qian)高(gao)漲,到工作面就干活(huo),再也不用催著干了。”班長張雙(shuang)法(fa)激動(dong)地說到。
       “干活時間少了,也輕松了,下班還有時間可以帶著媳婦、孩子轉轉圈、散散心了,幸福感滿滿啊!”談起“四六”工作制的好處時,五采區職工苗愛紅內心的喜悅溢于言表。
